Pres­i­dent Joe Biden expressed hope for a more sta­ble rela­tion­ship with Rus­sia as Russ­ian Pres­i­dent Vladimir Putin stern­ly looked on while their respec­tive press corps jock­eyed for posi­tion in a wild scene that began their high­ly antic­i­pat­ed summit.
